Silkie question

Can Silkies fly like regular chickens? Do you need to clip their flight feathers? Heres my scenario... I have a garden area that has a pipe fence around it. Gate just wide enough to get a tiller through. If I put up 4ft no climb horse fence will they go over it? Id like to be able to turn them (5) out in the garden and I dont want to have to put any wire on the top of it.

They do not fly as good as regular chickens, in my experience.
Most all my chickens can hop over a 4-foot fence easily. But not my silkies.

I have silkies that I keep in a 4 ft fence, no problems

My silkie girl has about a 1 foot max hop. Seems to be just enough to get on the roostbar.
