1.If you take a white silkie and a black silkie and breed them will you get a blue silkie?
2. if not how can you get a blue silkie by breed Two different colors?

there is a chance you may get blue but its slim, why? because white silkies are based on recessive white and recessive white turns any color(black, partridge, blue, buff) into a solid white bird, so that white silkie may have blue, but it may also dont,

how to get self blue(totaly blue bird, not talking about lavender) from two different color? well a blue partridge mated to a black silkie will yield 50% blue silkies(some may show some color leaking, but will be mostly blue)
