Silkie Toes Question

I snagged two silkies from the bantam bin at TSC.
They appear to be non bearded. One has the extra toes, but on one foot, they are kinda fused together like a club. The other has no extra toes at all!
Why does this happen?
 
It could be caused from a number of things. These are Hatchery birds which means it could be Genetics, Incubation also has alot to do with it.

Yes. Since they are from a hatchery, as long as the parents "look" like a silkie, they don't really check to see how many toes they have or if they are bearded or non-bearded. Some hatcheries will tell you if they have beards, but nothing extra.
