Silkies look wet?

Its mainly there head i noticed today rather then the normal bushy head it looks like someone has dipped them in water. I touch it and it feels dry and kinda stiff. Is this normal for this time of year or do they have something wrong? They were fine up until the past couple weeks and its been getting well below freezing.

My guess is she dipped her head in a water bowl to get a drink and the water dried but kind of left it stiff.

Will it stay like it for all of the winter cause some of them have been like it for weeks now.
