This is Stormy we were going to ask if stormy is a Roo. But now Stormy is attacking our other chickens Older and same age. To the point that at first we thought it was pecking order but now it's coming to a point that we are concerned. The reason we got Some silkies was because they were suppose to be docile. Any advice? Are we correct in thinking he is a Roo?

He's a cockerel.

Silkies can be pretty feisty. I raise quite a few.

Black Soup?
Silkies are black all the way through, even the meat. High price meat, especially in places like China. That said, a cockerel is a cockerel. Cage it for a year, separate it and give it a chance or eat it.
