It can be an indication of inbreeding.

Many people will buy both hens and males from one place. Who knows how many times they have been together over the years.

A person should make every effort to ensure the two are not related.

Having said the above.....I know of other reasons a bird could have a broken toe.
My Reeves male is so aggressive, he has broken several toes.
Talk to the breeder. If hatched out that way, it can be an indication of troubles.
 
Can be caused by inbreeding, injuries as mentioned above, and just plain Hatching issues....(not enough humidity, getting stuck in the shell and a late hatch) those kind of things.
