Slow Developing BLRW Hen or Roo?

Hello there! I am a first time chicken owner and have five 9 week old pullets! I only have one BLRW names Maggie who was so incredibly slow to feather and she had no tail for the longest time! I was convinced she was a rooster but now at 9 weeks she still has very little waddles and a really flat comb. Her comb is reddish which I know is common for rose come breeds at this age. Is she a pullet or roo?
