Slow Growing Chick?

I have 8, four week old chicks. They are all hens. I have two each of four breeds. There is one chick that doesn't seem to be developing as fast as the others. I'm a little worried about her. She's half the size as the others and has very little adult feathers, but the others are almost completely feathered. Here's a picture:

Her name is Tot and she is a salmon faverolles.
Here is her sister, same age, same breed. Her name is April.

Here is them together, for comparison of feathers (you can't really see the size difference).

For size reference, this is another one of my chicks. She's an EE, same age.

Runts happen more often than people seem to be aware of. I had one, too. She eventually feathered in, but she's still half the size of her hatch mates at six months and I'm guessing she always will be. I ended up giving her away and the lady I gave her to had a runt in her recent hatch, too.

From what I know, it sounds like either worms or perhaps that some roosters grow slower than hens?
 
It would make sense if she turns out to be a he. S/he came from a hatchery who said she was female, but she's more aggressive or feisty than the other ones and is the only one that pecks me when I reach into the brooder as if to say "don't touch my chicks". She/he is very cute though, and either way this little chick will be staying with me, I'll just have to talk to the neighbors. Any body else think Tot is a rooster?
 
My "surprise" cockerel grew faster and was much bigger than my other chicks. He also had a red comb by the time he was 3 weeks. There is something about
Tot that make me think cockerel though.
 
Me too - s/he just has that look in his eyes that they seem to always have and s/he has acts like one in the way of being very protective of the others.

I read somewhere though that if a salmon faverolle chick is a boy, it would have black feathers - not salmon? Is this true even at this age?
