Slow starter?

I have a new hen to my flock (she is a solo newbie as she was only survivor)
She is a cross of ISA Brown (hen) and AmericanaX (rooster) and is now 22 weeks old +/-. Still hasn't developed her comb and no signs of starting to lay. Either her genetics are really confused or wants to be a perpetual teenager. Anyone ever dealt with this before?

She looks fine to me! I have a couple pullets that a little over 6 months and their combs are still tiny and pale pink. Some just take longer to sexually mature than others.

Every year. Each chicken is unique regardless of breed or parentage. Some start laying pretty early, some wait a long time. Some are easier to sex than others. Each have their own personalities regardless of breed or parentage, some more aggressive, some less so. Some develop earlier than others. When you mix breeds or mixes you can get some interesting results.

It probably inherited a "single" comb gene from the mother and a pea comb from the father. Pea comb is a partially dominant gene. You will be able to see an effect from the pea comb gene but it is often not a pure pea comb. Sometimes larger and weird shaped, sometimes pretty small. That chicken will probably never have a large comb.

Welcome to the joys of keeping chickens. They are not programmable robots where each one is identical to another but each are unique. I'll admit, sometimes that can be frustrating.
 
Where did you get her, are you positive of her age??
How long since you got her?
Moving stress might be at play.
As might time of year if you live in the northern hemisphere.
Yes, positive of her age. Egg was from one of my hens, she has been with us since late June. Hit 22 weeks early September.
