small 2mo old chick not growing and has only wing feathers

I have a very small 2mo old chick that looks like a 3 week old. It is not growing and it only has its wing feathers. There is not any feathers on its body. It looks like it is all wings. Any ideas on what is wrong with the chick.( Its named eagle because it has a bald looking head.) The other chicks are big and they sit on the chick, but I keep it under a light at night. It had a cough when it hatched but the cough is sort of going away. Any suggestions. I will try and take a pic if I can figure out how to post it on here.

Sounds like a slow starter. Does the chick seem perky and laert oftherwise?

Thank you for the info on posting a pic I will post one now. He seems alert tries to run away when i try to pick him up, but he got cold the other day and was lethargic then.
