There is currently 3 size classes A class up to 12oz, B class up to 17oz and C class up to 20oz for roosters. A class up to 11oz, B class up to 15 oz and C class up to 17oz for hens. At least that's what I've read.
 
Serama would probably be the smallest bird but it is not recognized as of yet by the standard.

In order from smallest and up:


Seramas would be the smallest

Dutch bantams being the smallest recognized breed at Cock: 21oz; Cockerel: 20oz.; Hen: 19oz.; and Pullet: 18oz.

Next would be Modern Game
Cock: 22oz; Cockerel: 20oz; Hen: 20oz; Pullet: 19oz

Also the same as Moderns is the Sebrights

CKL-22oz
Hen-22oz
Pull-20oz

The Nankins info is:
Nankins are true bantams with no standard counterpart; they are one of the smallest of the recognized breeds of chicken at 24 oz for cocks; 22 oz for hens. Cockerel and Pullet weights are 22 and 20 oz respectively.
