Sneezing, water eye chicks

I have 2 chicks out of a batch of 12 that got 1 watery irritated eye with a little swelling on the lower lid and started they sneezing and scratching their eye. This has been going on about a week at this point, they are on day 3 of tiagard treatment in their water and terramycin in the eyes. I’m wondering how long before I see improvement and if this is the right course to meds to take with these symptoms.
Also why are my chickens getting ill?? My flock just got over fowlpox, I live in Texas and mosquitos are bad so I understood that but these are babies that have been in a brooder. I’m a stay at home mom and spend so much time cleaning their living areas, I wash their food and waterers daily, feed them a good food, make them scrambled eggs often. I just don’t understand why I have sick birds not even a year into owning chickens, it’s getting discouraging with how much effort and love I put into them to see them like this and have to be dealing with a new issue now.
 
What's their brooder bedding material? Food? Where'd you get them?
Age? Where's the brooder?
Cut back on the scrambled eggs for a bit.
 
I use pine shavings in their brooder, the brooder was inside for the first 3 weeks then I moved them to a larger brooder out on my screen in porch. I feed them nutrena chick starter. I hatched them in an incubator from my own chickens eggs and they are 9 weeks old now
