People need to consider that wood, propane, etc. could work easily because when brooding chicks, (thinking outside the box) you don't have to maintain a specific temperature. You only need a warm/hot space and lots of cool space. the chicks will find their comfort zone.
Even brooding with electricity, this is the way I do it. I never use a thermometer and have raised hundreds of chicks at all times of year this way with no health problems.

Solar PV's great for low intensity applications, but electricity in general is inefficient for heating.

I'd check out passive solar:

Even if passive's not enough to stand alone you could incorporate a lot of it into your design.

The propane idea's intriguing, especially if you heated a tank of water for thermal mass.
