Some wierd feather legged chickens.

I have two 12 week olds that both have lightly feathered legs. One looks like an adverage chicken, even feathers, all smooth. Then the other has mostly smooth feathers, but on its tail and under its wings... its feathers are frizzled!!!
I don't know what possibly is in them, I'm thinkin mutts.

Here's my frizzled tail one, Silver Head. He has yellow skin, a rose/pea/stawberry comb.

Here's my other one, Mara. She is mostly red with black tips on most of her feathers.

The first one almost looks like a Cornish bird. The second looks like it may be a RIR cross.

So would it be Cornish + some feather leg
RIR + some feather leg
I'm happy with that

But what's up with the first one's tail?
