We do have our local municipalitie (glad you spelled that) that has that. Thanks for mentioning it.Coarse wood chips, the kind you get from a tree-trimming service, are often considered the gold standard against mud and/or odor and they are often available free.
Not everyone has the space to store an entire truckload though.
Some municipalities have a place where the town road crews dump their trimmings and residents can haul it off for free in whatever quantities they can hande.
All materials have advantages and disadvantages.
