Can anyone direct me to someone who can tell me if I need a permit to raise (and hatch. buy eggs) of game quail (bobwhite, chucker,etc). I am talking just a small number (25 or less) of each variety.

I have tried the DNA site but can not find what I need to know.

Try the US Dept of Fish and Wildlife or your state's equivalent.

I couldn't find something I was looking for on my state's website, so I just called them.
