Speckled Sussex Pullet(?)not growing tail feathers

Hi! I am writing this about my young speckled sussex named stella. She is around 7-8 weeks old and sports a nice and full plumage. The only part that's missing, however, is her tail feathers. She has a few, but they're short and wide, mostly surrounded by chick fuzz. At first I suspected bullying but I havent found a single feather of hers and she doesnt seem to be harmed in any way otherwise. Is this common? Will she grow them eventually or should I be worried?
