If you really need to catch a bird, taking them off the roost a night is an easy way to do it. A headlamp with a red light is very helpful for this! You can see well enough, but chickens don't see the red light as well, so they stay put.
I rooster's spur will grow back, it will just take some time though.
One of my roosters broke a spur well over a year ago. Never sprouted a new one. Funny thing also, I think his other one stopped growing. He'll be 3 in April, I just took these pics..
I was by no means saying you are wrong, I've heard the same that they do grow back. Maybe because his was snapped at the leg. I don't know.
