standard cochin chick smaller than RIR and red star at 3 1/2 wks...

I have a standard cochin, a RIR, Red Star and Dominique. all are about 3 1/2 weeks old. The RIR, Red Star, and Dominique are all about the size of a very large Robin, which i think is about right for their age. The Cochin however, is slightly smaller than the three other chickens and has not feathered out quite as much as the others (tho she does have feathers on her wings and back...just not her head and tail like the others). I thought the cochin would be larger than the other breeds. Does she just need time to catch up? Anyone else have experience with this?
 
Are you sure that your Cochin isn't a bantam? Also, with no tail feathers, you may have a roo. They are generally slower to feather out.
