Strange rooster by my ladies

I just came home from visiting some family and found a rooster by my chicken coop. When I started to walk up to him he "wobbled" away as quickly as he could. Where I live it has stormed badly for the last two days and he was soaked through. He seems like a healthy weight at about 7 - 8 pounds. (I think he might be a Rhode Island Red). What I'm wondering is how long can a "coop" chicken be without food or water before they wouldn't be able to walk correctly? I'm really hoping that's all his problem is. I'm a beginner with the whole chicken thing and I'm afraid he might have infected my ladies with something.
 
He could have been injured in the storms. Poor guy. I'm not sure how committed you are to his well being. I know if it were me, I'd want to make sure he was okay. So I'd probably try to catch him and inspect him, in the very least. Would you be in the market to add a roo to your flock? If so, do you have somewhere to quarantine him? Hopefully he doesn't have an illness and hasn't communicated it to your girls. Do you know how long he's been hanging around them?
 
Are your birds confined to a run or are they free ranged?

Agrees he's could be injured and that is why he can't walk.
Is it a limp or lack of control over his legs?

Might want to set up a large live trap to catch him.
 
It's definitely a lack of control in his legs. My ladies are in a chicken coop usually, there are too many skunks, coyotes and other predators around my area to let them run free. I live on a 17th of an acre with neighbors all around. I have decided to turn him over to animal control because after 3 days he is getting worse not better and I can't stand to see him suffer.
