stupid window question??

I see many of you have great windows that open to the outside and are held open (it looks like) with wood pcs. Tell me about these windows. Are they just special windows? How are the set into the frame? How do you secure them when they are open/closed?? Do they have locks? Where can I buy these windows? It may sound supid but I have never seen windows like that before but really like them...Thanks for any and all help, information etc..Dixie
