Submissive rooster, will he ever be normal?

Earlier this winter I tried to hatch some eggs but only one hatched, there wasn't any way for me to get him a buddy so I had to raise him alone. He's pretty attached to me, but he doesn't follow me everywhere, he's decently independent. I let him out to interact with the other chickens as soon as I could, starting by letting him walk around outside their coop so they could just see each other, and they were fine. The adult rooster has a habit of flying out of the coop, so they would be near each other and interacting, and they were both fine together. But when I introduced him to the hens, even without the second rooster there, they bullied him and pecked his beak until it bled before I could even separate them. So I moved him in with the bantams and put him with a little hamburg and she's nice to him, but he seems to have trauma from his last encounter and he runs away from her when she gets close. He's only 3-4 months old, so will he grow out of this? I was thinking maybe when he becomes a teenager and gets all pumped up with hormones instinct will kick in and he'll stop being so submissive. Any thoughts? I was hoping to breed him, but even if he never develops that behavior I just want him to get along with other chickens enough to be happy.
