If you think it's an allergic reaction to a bite/sting, then try a one time dose of Benadryl to see if that makes a difference. Dose is 2-4mg for each 2.2 pounds of weight.
If you feel it's respiratory infection, then flush the eye with saline, put Terramycin eye ointment in the eye. If she has any other symptoms like coughing, sneezing, mucous, etc., then you may also need to give an antibiotic like Tylosin.
Then it may be from a bite or allergic reaction.
