Tail feathers down

New to the chicken world.. So we picked up 8 chicks when they were 2 weeks, they are now around 2 1/2 months. One of the roosters, since we got them has had his tail feathers down. I didn’t think much of it, for the most part for awhile it just seemed like he wasn’t growing a tail and noticing certain other chicks were feathering at weird rates I wasn’t concerned. Eats, drinks, etc fine. The reason I became concerned was google.. because well I’m sick of cleaning poop off of him. The tail just traps it.
Is this something I should be worried about?

What do you feed, how are they housed?

I’m at work I will post some later. He does roost. They are free range, coop at night. They are on chick starter from a local garden/farm/feed centre. I will have to look at the bag when I get home if you want a brand. Previously on tsc brand, not sure if they’re different from countries, I’m in Canada.
