tail feathers missing?

My neighbor has a large BR roo who is NOT free range, his gf is a tiny little bantum. I notice he's missing all his tail feathers! Why would that happen?

I think they may be molting, Ihave RIR, and I noticed t-Rex's tail feathers is going somewhere and we have no other roo around. I also see feathers on the ground,and if it was an animal i think my dog would bark, and she is to lazy to chase him to pull any feathers. Someone else may have a better answer, I really don't know. But all my chickens are healthy, ithink it's just the season.
