Take turns laying?

3 of my 6 pullets are laying every day, and apparently in the same order. There are 2 nest boxes for them to use, but the same one will go in to lay and the other 2 will wait and just stare at her until she is done and the next will go into the same nest, followed by the last one after that. Why don't they use the 2nd nest box?

Instinct and social pressure. The chicken's world is one of strict social rules and order. They also desire to build a "clutch" of eggs. I've had as many as a dozen hens wait to use the obligatory box. It's what they do.
