They are trying to pass a similar thing in my town about horses. They are working on a law that says you cannot keep a horse here unless you have a barn (with four solid walls and a roof) to house it in, and it must be either inside or blanketed during the winter. The thing is, our average winter temperature is in the 50s, and it does not snow. It gets so hot in the summertime that a horse could cook inside a barn. Most people have no shelter or a 3 sided shed, and here, that is all that is needed. I didn't blanket my horse in Colorado until it was below 0, and she had no shelter at all, nor would she choose to go in one if it was available.
I think sometimes these rules are written by people who are genuinely concerned about the animals' welfare, but don't know the first thing about what is actually good for the animals. Keep fighting, and hopefully you can get somewhere!
I used to live in a town that technically did not allow dogs (or other animals) outside at all unless they were leashed and you were holding the leash. The way the law was worded, you could not let them loose in your fenced yard, or tie them out on a chain/rope. It was legal to ride a horse on the city streets, but according to the ordinance, as a pet/domestic animal, it had to be wearing a license and collar.
