I see this in Craigs list ads quite often. What does it mean and should this be something I should check into doing for my flock? Will I need to do this if I want to show and/or sell at a later date?

It probably means that they are NPIP (National Poultry Improvement Plan) participants. You can find more info on NPIP for Texas here:
http://www.poultryhelp.com/npipclientinfo.html

It says that - "The 65th (Texas) Legislature passed an act which requires that all domestic poultry used in the production of offspring for the sale or trade be Pullorum-Typhoid negative."
