Those remote thermometers do seem to get quirky about the max and min temps. I have one of those and one inside the bator and the one with the cord always seems to have fluky highs a lows that don't show up on the other one. Also if your temperature control is working correctly the dogs being in the room should not make the temp spike. The thermostat should have shut the heat off once it rose above whatever it was set at.
