Chicks are 4 weeks old, so that means nothing below 75 degrees. If the house doesn't drop below 75 they don't need a light right?
 
They would probably be fine without one. I'd wean them off of it slowly, though. Leave it on at night and off during the day, or somesuch. This should encourage them to feather out a little more quickly and they'll be able to handle it easily. In a few days they should be fine without it.

Okay average temp is 81-95 during the day and then about 75 during the night (in the house). They're living in a cage in the coop during the day and in the house at night (average night temp has been between 59-65)
 
Oh, if they're all ready spending time outside, then they're definitely ready to be without the heat lamp. As long as there are enough of them to snuggle if they get a little chilled--go for it!
