Thinning feathers... Could it be bugs? Pecking?

Hello! This is my first year raising chickens, and one of my 1 year old Buff’s has very thin feathers right now. I haven’t seen pecking or bugs, but I’m obviously missing something. Any ideas? She’s laying and seems healthy otherwise. She’s thinner than the others, but she always has been. She doesn’t seem particularly interested in dusting. Could that be a problem?

It doesn't look like pecking as theres no blood and almost seems like its been delicately plucked.
