This may be a dumb question but I really don't know

I have never hatched eggs before and I have ducks producing fertizied eggs and someone told me I could hatch them with a heat lamp. Is this true will it work? If so how do I do this?

It can work, but alas, as stated, depends on how you set it up, if you put the lamp on a thermostat and so on. If you want to hatch, read up and do it right or you'll set yourself up for disapointment. Hatching is fun, no need to spoil it for yourself.
 
Pekin ducks and have one more issue I don't know when Dafney is laying her eggs for sure but there is always an egg in the box at 6 in the morning and it already feels cold. How long after it is laid in cold outside temps do I have until it is no good. I'm not sure I am gonna do this yet. Just curious right now.

Not just temp - you need to monitor and control humidity as well. This can be done (poorly) with a water-in-a-metal-bowl (with a sponge in it) setup. Then you can work on finding where to put the bowl from the light so it creates the right amount of humidity and then you gotta not bump any of it when you turn the eggs.

What eggs are you trying to hatch?

You could also wait for your hen to go broody (which she should after she's done laying her clutch) and then give her eggs back to her. Give her false eggs to encourage her until she does and then give her all her eggs back.

MUCH better hatch rate that way and no finicky stuff.
