Three week old chick not growing

I had four chicks hatch with different mommas within a week of each other. The are about 3 weeks old, but one is about a third of the size of the other three (all Ameraucanas) and has little feather development compared to the others and isn't as active. They can fly and get up on things, it cannot. It even still has a stance like a newborn. I do see it eat, drink and even scratch around some, but it just doesn't seem to be growing. Has anyone had an experience like this?
 
I had a Wheaten that did this. I ended up moving her brothers/sisters out to the big coop because they were trampling her. She ended up passing away at about 4 weeks old and she seemed absolutely fine all the way up until she died. Eating, drinking and moving around. I even gave her vitamins and electrolytes to no avail. Good luck with yours. I hope it pulls through.
 
I had a little GLW chick like that, I called it Wobbles, because it wobbled around, was smaller than the others, and it had baby fuzz for the longest time. Then one day, it seemed overnight really, it began catching up, and it turned out to be my first rooster I ever hatched!

Maybe it's a slow developing rooster?
 
I have a 4 week old chick like that, very small, but, feathering out, and eating, and flying and chirping, very healthy outwardly.
He/she also was born with curled toes. I put boots on it for a bit, it's toes are still curled to towards each other, but, at least it walks flat footed now, it just won't grow.
Very happy otherwise, who knows.
