A neighbor (about 1/4 mile away) feeds these hawks, so they probably don't fear people.
Most hawks prefer live prey, so I truly doubt anyone is "feeding" the hawks directly.
If a hawk wants your dog, there's no way to stop it other than keeping the dog inside or in a covered pen.
I think it's just as likely to be struck by lightning as to be killed by a hawk though
