You will need a new run. If they were going under and through the old fence clipping wings isn't going to help they will still get out.
I suggest a cover over your run. Go to Lowes or Home Depot and buy what is called deer netting. It is stuff that people wrap around trees and lay over shrubs to keep deer from eating their plants.
You can pick up a 7 foot by 100 foot roll for around 10 or 11 dollars.
The stuff is extremely light weight and easy to work with. Use zip ties to anchor it to the top of the fence.
I have had mine up for three years now and still works great, it needs to be restretched in the spring as the snow stretches it out.
With this stuff you don't have to worry about hawk attacks or chickens getting out.
