Some chasing and pecking and screaming is totally normal though. The slightly older pullets are more senior and get first dibs on food or a favoured perch or dust bath or whatever, for now. The younger ones will learn to move out of their way and eat or dust bath or whatever when that space is free. 12 and 15 weeks really isn't too much of an age difference, so I'd think there's a good chance they can learn to get along fairly quickly. Seeing feathers everywhere at those ages is totally normal too, unless you know they're being picked by others. Juvenile moults seem to go on forever.
