trouble hatching eggs in still air LG%

HI everyone! this is the second failed hatch this year

I am trying to figure out what on earth is going wrong. I keep my temps in my LG still air at 99-102 degrees. I have heard lots of success stories with a dry hatch here in Central Tx so that is what I did. I did not put the water in until lock down. The day I went into lock down I realized I had an early pip in one of my nankin eggs. So I quickly got the turner out, put the water in and closed it up. The humidity was at 60%. The little one that piped made it out just fine although seemed to take forever to dry. I got nothing from the others until I had to take the little guy out. Just to be sure I candled to see and I could tell they had developed. Today I cracked one open that looked very developed in candling to see what happened. It was fully developed, and not piped internally. I don't know what shrink wrapped would be, the membrane seemed very easy to tear. The thing is the chick seemed really moist, like there was some egg white material still all around it and gooey. Could I have done better to not even put the water in? is it to much humidity? I have been thinking about getting a fan but not sure if I want to keep investing in this incubator or if I need to try and get a better one when I have the money. I have heard lots of people use LG and have good hatches. any advice??
