Trying to change policy for having chickens in city limits

I have a couple of questions for anybody. We are currently trying to change the policy in our small farming community on allowing citizens to have 6 Hens in city limits. The questions that the city have are 1. In the event the chickens have to get picked up by animal services, where would they go? Currently the Humane Shelter has no place to keep chickens. 2. Our animal ordinance currently has a total animal limit per property. Do other cities include chickens in the animal ordinance count? For example our current ordinance I believe allows for 5 animals (dogs and cats) if we allowed 5 hens then the resident if they had a dog would be over the limit. While we could increase the number we don't necessarily want residents having 10 dogs. So if anyone has any ideas you could let me know that would be fantastic. Thanks so much!
