Trying to get them to nest and they throw it all on the floor

Like the title says I have 30 nesting boxes for my 70 chickens and I keep filling them with hay so they can begin to nest and when I go back the hay is in the bottom of the coop floor and the birds are in the boxes, am I doing something wrong?

I like to have a pretty high lip on the bottom of the nesting box, a good 4-6", otherwise they toss the bedding out when they rearrange it... most of the ones you buy don't seem to have very high ones for some reason.
