TSC Bantam, what is it?

I got this at TSC out of the "bantam bin" the lady said it might be a "partridge cochin" but it doesnt have feathered shanks lol, any ideas?

When I look at the legs I almost wonder if its an EE or something, I wish TSC would require their hatcheries to send identification paperwork so people actually know what the heck they are buying
