After reading this reply, that makes sense. A lot of parents buy ducklings for their kids for easter and later they get abandoned or dumped in some pond when they're no longer cute and fluffy for the kids. 24 still seems like a lot to me. I think 12 or something would be more reasonable, but if they really want to deterr just any person from buying them, it will work!
I'm in Massachusetts too!
Our TSC (I go to the one in Easthampton) didn't even get ducks this year as far as I know. Only chicks, and their minimum was 6. Unless maybe they got ducks later on. I have't needed to go there for awhile.

Also, Mass is very close to a number of other states. Heck, you can throw a rock and hit Connecticut and it's a short trip to New Hampshire. You could go to a TSC in a neighboring state to get 6 or so ducks if need be (just sayin'). I could see a 6 duckling minimum, but 24? Even a serious hobbyist would balk at that.

You can theoretically get an incubator and buy fertile eggs. It is much cheaper, but they might imprint on you. It is what a lot of schools do.
it maybe a new county or town law. new york state min. is 6 chicks, 6 ducks, 6 rabbits under 8 weeks old.
but a TSC near me in a different county has a county law where you cant buy less than 25 chicks ducks or rabbits under 8 weeks. its a local county law they passed the jan 1, 2011. they can not tell any chicks in store. special order only and pick-up. they are not allowed to keep chicks on display.
but if you drive 30 mins to another county. and differemt TSC you can buy the regular 6 min.
i live in ct an the min here is 2 ducks.but they did not have anymore so i called the mass tsc about 30 mins from my house they said yes we have ducks.so i drive up there an go in i bought 10 chicks an said i will take 2 ducks aswell he said there is a 24 duck min. i thought he was joking but he was not he said i think may 1st it goes back to 2 ducks.so if you wait it out you can get just a few.it does not matter if you talk to a manager i dont think they will be willing to loss their job over a few ducks.there is a guy selling 3-4 week old ducks on craigslist in palmer dont know how close to you that is.
