My rooster Eggo has been bullied his whole life and has never been able to fully grow a tail. He took the role as the less dominant rooster and whenever I’m near the hens, they always go up to his rear end and peck at it. I saw this a while ago and looked at the roosters rump and there was no blood, just short feathers. I assumed it was ok since he never acted in pain whatsoever. However, I took another look today and it was disgusting. I could barely look long enough to take a picture but I knew I had to do something about it. What should I do?? I have the option to rehome him to a friend whos in need if a rooster, but I want to make sure his rump is okay. He never acts in pain so I didn’t know that it was this bad. He eats, drinks, and poops normally.

That's not so bad, really. Looks likes it's already starting to heal. Just clean it and put some neosporin on and monitor it for infection.
I'd rehome him or figure out why the others are bothering him.
What's your feed?
Okay, thank you so much I was worried. I’m pretty sure it’s Producer’s Pride 16% Layer Poultry Feed Mini-Pellets, I bought it at tractor supply.

No problem, I'm happy to help.
With male or non laying birds in your flock, you should feed an all flock or low calcium feed, 16% is the bare minimum of protein chickens can function on, they actually need more. They could be picking him from lack of protein.
Flock raiser, all flock, ( 17% and 18% protein) Grower feed etc are all good for what you need, just look around. Oyster shell on the side for your layers.
