It's day 21 and I was candling one of my eggs today and I noticed an egg that looked like it had 2 air sacs. The regular one, and another slightly darker, rougher edged one on the other end. Does this mean the chick is dead?

I would strongly suggest you relax. Normally, as per MY experience, I know the other side of the egg opposite that of the air sac is dense in veins and the reason for the dark appearance. Since you're on day twenty one, leave it as it is and give the egg time to hatch. If you're still in doubt, you can try the floating technique. Let the egg go in a bowl of cold water. If it completely submerges, discard immediately. The same also if if 45 % or more of the egg floats . If it says mostly submerged, then it's fine and on track. Don't worry if the egg rock and rolls, it's the chick moving inside. Hope this helps.

there seems to be a small hole at that end. The very tip. I'm afraid water might get in.

Hmmm well... ive never across a case like this. Again, as per MY judgement, I would suggest you leave it in the incubator with the humidity up ( I hope you have done that. You're in lock down. ) You might also want to reduce unnecessary opening of the incubator to calm your nerves and help the incubator raise the level of humidity . As for the hole, I believe the chick is dislocated amd the break is pointing to the pointy end of the egg rather than the rounded end which has the air sac. It is rare and quite serious but given that everything is fine, the chick will hatch just as any other one. If the hole become larger, rest assured the chick is hatching from a side it is not supposed to. It will increase the struggle, but it will hopefully be fine. I think you should get all equipment ready in case of an emergency. This is of course, if my assumption is correct. If it's not, as it normally is, then please give us updated and we'll be on our toes. Best of luck and I hope someone who has more experience than me in this regard helps both me and you. Best of luck and just out of curiosity, how many eggs have you got in the incubator. Are the rest alright?
