Two hens in one box--no eggs?!?

Hi. I have two hens that are just hanging out in the box together, but not laying any eggs. They exhibit broody behavior--not leaving box often, puffing up when I get near, etc. But when I check, there are no eggs to hatch. Are they just having an extended slumber party?

Sounds as if they are broody. Hens will go broody without eggs to set on.
