Typical dominance behavior?

One of my older hens has been jumping on the backs of a couple of the younger hens and pecking their heads. Is this some form of dominance behavior? Gemma has never exhibited this kind of behavior before.

Yikes!!! I hope she doesn’t start to crow, lol! Gemma’s egg production has dropped somewhat as well, she turned 3 last April. Funny you said they could act like roosters; one of the hens squatted and she looked like she was ready to receive a rooster’s attention when Gemma jumped on her back. I always learn something new on BYC, thanks for your input!
