Typical duck behavior after hatch?

My duck I just laying down, but he is kicking his legs and peeping a lot. He won't stand up, even though it's been 12 hours since he hatched. Is this normal?

I bought 2 just hatched pekins 4 weeks ago and that first day they mostly just sat and did nothing, I dipped their beaks in water every few hours and the second day they were more active. They are now big and very active
