Unsure of this new behavior...

have 6- 5 week old bantams. I just moved them to their larger outdoor brooder box today. Nugget *first picture* is like posturing up to Bully *second picture*....I'm unsure if Bully is a male but I'm pretty sure Nugget is. Nuggets neck feathers get all puffy and he stands tall. Bully tries to do the same thing but then seems to back down. Once I caught what seems to be a submissive pose done by Bully. So is this the pecking order business or do I have 2 male bantams??

Bully stayed in the position for a good 30-45sec. before he/she moved away.
 
I'm not an expert in bantams, but my guess is you do have two roosters.
 
I wouldn't give up completely yet. The brown one still has a chance. :)
 
When introducing 2 flocks my hens did this to each other so there's a chance it's just pecking order.
