Urgent Advice Needed for Neglected Bird

EDIT **Thankfully, people are saying this is a Naked Neck rooster and not a plucked rooster. I've edited the title to say "neglected" instead of "abused," but I do want to mention that the bird is missing his belly feathers and is losing tail feathers, so he's still a little rough even for a Naked Neck**

Hello!

My neighbor knows we had chickens and asked if we were missing one. I was not, but he said that there was a bird in their driveway that he was worried an animal had attacked, and he didn’t want to scare it away.

We went to go catch it, and we found a bird that was soaking wet, scrawny, sitting in a pool of diarrhea, and not standing up when we approached. When I grabbed it, this bird was missing its neck and chest feathers and its legs were fully tied up with a cloth that had been double knotted.

We have the bird set up in a bathroom right now because our old coop is in the sunlight, and I just had to rehome my birds only a few days ago, so this bird could get sick from any fecal matter still in there.

I’m thankful that this bird (can’t tell gender because comb is small but remaining tail feathers look sharp and long) is perching and eating, but I need to find someone who can rehab it.

It does not appear to have bloody areas, but it still might benefit from a vet visit. I do not want to look for the owners considering the condition of the bird.

Who do I call? Do I post a listing online to see if someone in my area can rehab a chicken, do I leave it with a vet, or do I call a place like the SPCA?

That’s a naked neck, that’s why it doesn’t have feathers on his neck and chest, also, that’s a cockerel. I’m really glad you took him in!! Where are you located?
 
Looks like it could be a naked neck chicken to me rather than missing neck feathers. If it has pointy tail feathers it might be someone trying to ditch an unwanted cockerel. You could see if there are any animal sanctuaries or chicken/farm animal rescue places in/near your county that would take it. If nothing else, ringing a place like that they might be able to give you more relevant local advice if they don't do rehab themselves.

Thank you for the info! I'm so glad someone didn't pluck all those feathers before tying him up, though I still feel so bad for him. I'm in the DFW area in Texas
 
That's awful! Poor thing was probably scared to death.

Just be aware if you rehome him someone may use him for a meal. Especially if you give him away for free.
I know! I don't know how he ended up tied up like this. I hate to think he was taken from his owner and treated so poorly, but I'm also afraid that he was treated like this by his owner, so I don't know where to post about him.
Thank you for that advice! I recently rehomed my laying hens because my parents cannot care for them, and I cannot afford a house with a yard, and I made sure to put a rehoming fee on them so that they would go to a good home (but I know that's even more imperative with a rooster)

Thank you for the advice! Thankfully a lot of people are agreeing he looks like a naked neck cockerel, so I'm glad that he hasn't endured such large amounts of feather plucking (even though his other feathers are in pretty bad shape).
I'll definitely look and see if there are any places that rescue farm animals in my area. I'm so worried about him being put down since he's a male, and I live in the city
