It's a convenient excuse for a trade restriction though.

From that link:

"These restrictions are due to increased risk of introducing Highly Pathogenic Avian Influenza (HPAI) into the United States and will be effective October 1, 2023."

Uh... a little late...? Like @Perris said, HPAI is already here.
