Using pine tar for feather pecking problem

I have a flock of 10 hens and one rooster...I've had a problem with feather pecking. I've increased their protein and given them a larger run. I would like to put some pine tar on them so I purchased a can of it. I'm not sure how to get in on them. This stuff is incredibly thick and messy. The hens rears and really bald and now i'm starting to see some pecking on their necks. They not only peck each other they peck themselves. I need to put a stop to this right away or they will all end up in freezer camp and I hate to do that because they are laying such great eggs. So my question is... How do I apply this thick black sticky goop? lol
 
When I have to use pine tar on the cattle I apply it with a popsicle stick. Make sure you wear gloves too- it's yucky stuff!
